Patterns of the Parliamentary Debates: How Deliberative are Turkish Democratic Opening Debates?

Abstract This study attempts to measure the deliberation quality of Democratic Opening Debates in Turkish Parliament through Discourse Quality Index (DQI). The majority studies have been conducted on relatively homogenised and developed Western societies less conflictual or contentious topics. In these countries, democratic culture has institutionalised. On contrary, Turkey is a developing country going an ethnic conflict involving violence for many decades. Thus, this case aims make original contribution empirical studies. Researchers examined 88-page stenographic records put forward DQI score. According findings, controversial debates fulfill only 40% high-level deliberative discourse ethics. result demonstrates that ideal process does not exist even though convenient atmosphere created deliberations by means official procedures. Ethnic division society profoundly negative impact deliberations.
